Most resilience planning still assumes the threat comes from inside your own estate. Increasingly it comes from a vendor two steps removed, a hyperscaler outage you cannot influence, or activity that never crosses the legal threshold of an attack. CIOs are becoming aware of the widening “grey zone” of cyber activity, there are debates over European data sovereignty, and outages that took down services which CIOs had assumed were resilient have them now searching for a credible fallback. Some organisations are also moving workloads back on-prem, but face a shortage of people who know how to run them.
