The history of public-private partnerships across government has a mixed record in the UK and elsewhere. Few private vendors have met public sector expectations or provided full value to UK taxpayers. In many cases, complexities of the procurement process and lack of trust on both sides have inhibited a fruitful, long-term collaboration.
It is now time to improve the buying process and overcome any disjoints between intended results and actual outcomes. As a thought leader, business executive and part time academic, Roger has introduced a succession of innovations including digital networking in the seventies, outsourcing and call centres in the eighties, business reengineering and third generation mobile networks in the nineties, e-commerce in 2000 and more recently cloud and 5G.
