The history of public-private partnerships across government has a mixed record in the UK and elsewhere. Few private vendors have met public sector expectations or provided full value to UK taxpayers. In many cases, complexities of the procurement process and lack of trust on both sides have inhibited a fruitful, long-term collaboration.
It is now time to improve the buying process and overcome any disjoints between intended results and actual outcomes. Government institutions and their partners need to improve their respective understanding of current and future states to harness the full power of digital technologies.
