CIOs are pulled into an expanding set of enterprise-wide decisions: AI adoption, cyber resilience, vendor dependency, cost discipline, regulatory exposure, and operating-model friction. The recurring failure mode is not technology, it’s decision paralysis: too many stakeholders, unclear decision rights, risk language that blocks action, and leadership teams that want speed and certainty at the same time.

The challenge
How to drive timely, board-defensible decisions across the C-suite when incentives conflict, facts are incomplete, and accountability is distributed.

Questions we need to answer

  • Where do decisions actually stall: CFO, CISO, legal, procurement, business owners, architecture, or governance overload?

  • What trade-offs must be made explicit to move forward (speed vs risk, standardisation vs autonomy, build vs buy, central vs federated, decisiveness vs alignment)?

  • How do top CIOs create commitment when stakeholders want options and zero downside?

  • How do you communicate uncertainty without losing credibility with the CEO and board?

  • What patterns should CIONET turn into 2026/2027 topics, formats, and speaker cases?

Programme

What we will do in the meeting (workshop, closed-door)

  • Pre-read input: each AB member submits 1 real “stuck decision” (anonymised) with context and blockers (upfront to the meeting)

  • Decision Clinic: we select 3–4 cases and pressure-test them with peers:
    • What is the real decision, and who truly owns it?
    • What is the minimum evidence threshold to commit?
    • What is the trade-off statement the exec team is avoiding?
    • What commitment mechanism works (time-box, guardrails, pilot with exit criteria, risk acceptance, funding split)?

  • Pattern extraction: capture recurring deadlock types and the moves that unblock them to be used as input for events, RTs, panels,...

  • Plenary decisions for CIONET: agree the Top 5 leadership tensions to program against in 2026, plus 5–8 speaker leads rooted in real enterprise decisions.
