Pascale Avarguès is a Computer Science engineer, specialized in industrial data process. She is the CIO of the City of Bordeaux, which is at the center of a settlement of 800,000 inhabitants. Pascale is the driving force of two main policies. The program ‘Bordeaux Digital City’ intends to make Bordeaux a, competitive, social and attractive city to its inhabitants, its tourists and businesses. The ‘E-administration – information system’ program increases the efficiency of the community and puts the performance of the information system and the development of the internal digital services at the very core of the evolution of the city.
Pascale resolutely put innovation at the heart of its action and allowed in 2010 to increase attendance at 22% bordeaux.fr e-services, to increase the number of e-procedures and online services, to develop a ‘city payment card’ used by up to 60 000 Bordeaux for the payment of many online-services, lead strong actions regarding the e-learning in schools, but also in terms of e-inclusion to reduce the digital gap.
Because of the success of these projects, she was just distinguished as the 2011 Public Manager of the year 2011 by the Ministry of Budget and Modernization of the State. Pascale is involved as a trainer in different schools and is member of the board of the association the Regional Administrations CIOs (Coters club). Previously, she worked in the Health sector where she put in place a diagnosis center and the IT process of the patient file. She began her career as a production management consultant in various industrial structures.
